What alternatives are there to cat litter in kno3 rockets?

I plan building some rockets and there is absolutely no way that I can get any cat litter to put on the bottom and top of my rockets. Is it ok if I don't use the cat litter and put a plug at the top of the rocket and a steel washer at the bottom of the rockets? Thanks in advance.

1. If you can't get kitty litter try dry sand mixed with Spackle, (plaster). Do be careful. Amateur made rocket casings have a habit of imitating hand grenades. Use a long fuse, or electric ignition, and be at a safe distance, and behind something solid, when anything you build is lit off.
